Job Description

The Department of Psychiatry at Iowa Health Care is seeking a Support Services Manager to provide administrative leadership to the clinical unit of the University of Iowa Addiction and Recovery Collaborative (UI ARC). The Support Services Manager will function as a frontline leader and statewide collaborator by incorporating the roles of clinical operations manager, educator, consultant, innovator, supervisor, and administrator to support and enhance care delivery within the collaborative. This position will manage multiple grant projects and statewide programs to improve the care and services provided to Iowans with substance use disorders.

The Support Services Manager will lead a statewide project funded by opioid settlement funds to address the opioid and overdose crises in Iowa. Working with leaders and stakeholders from the Iowa Attorney General’s Office, the Iowa Department of Health and Human Services, Iowa Medicaid Enterprise and other payors, Department of Corrections, Iowa counties, and health care providers and systems from across the state, the Support Services Manager will improve access to treatment for opioid use disorder and other substance use disorders. This position will identify and secure additional funding opportunities to continue growth and expansion of UI ARC and addiction medicine programs in Iowa.

The Support Services Manager will lead advancement of UI ARC’s mobile medication for addiction treatment (MAT) clinic to serve Iowans and their communities who experience barriers to access MAT.

The Support Services Manager will serve as a liaison to manage and coordinate activities between the addiction clinical and educational services at UIHC and statewide clinicians and clinics. This position will coordinate and deliver statewide programming to educate clinicians, particularly prescribing providers, and other stakeholders about opioids, opioid use disorder, treatment of opioid use disorder, and other clinical topics related to substance use disorders and addiction. This position will collaborate with statewide healthcare leaders to build interest and support for addiction medicine, increase education, and reduce stigma related to addiction. The Support Services Manager will promote dissemination and delivery of approved curriculum on opioid use disorder and buprenorphine for prescribers to obtain or renew their DEA license. This position will also coordinate and provide educational programming to disseminate addiction medicine knowledge and services to clinicians and stakeholders in Iowa.

Characteristic Duties And Responsibilities

Responsible for ongoing evaluation of the clinical staff support team structure for UI Addiction and Recovery Collaborative within the Department of Psychiatry. Continuously assesses clinical support staff work volume to determine if staffing model strategically fits the clinical service needs of the collaborative. Realigns FTE and work duties due to business and coverage needs.

Supervises, directs, and plans work assignments of the clinical support staff within the collaborative. Oversees performance management and provides necessary coaching and counseling to ensure desired performance and work outcomes are achieved. Conducts annual performance evaluations and ensures staff are compliant with all Health Care, University and departmental policies and procedures.

Works with human resources in the Department of Psychiatry to hire, develop and/or onboard clinical staff for the UI ARC.

Develops data analytics/reporting including template utilization, RVU generation and other reports that assist with financial, growth, and strategic priorities.

Develops project plans, coordinates execution of project deliverables, and leads project implementation in support of the UI ARC’s quality initiatives/goals. Evaluates and tracks the status of projects and related meeting communication including meeting agendas and meeting minutes, and their timely distribution.

Collects and/or analyzes data in partnership with Psychiatry leadership. Performs required follow-up related to facilities planning, marketing/promotion of services, strategic planning, and/or clinical and sub- specialty initiatives/programs.

Reviews project developments, timelines, and communicates with project collaborators any deadlines, anticipated outcomes, and deliverables.

Collaborates with UI ARCs Research Support Manager and others to prepare, develop, and distribute the UI ARC strategic plan. Tracks goals, metrics, administrative leads, necessary follow-up, and creates/distributes status reports.

Assists with budget development by reporting on purchasing needs, rewards, and recognition program costs, and anticipating staffing/salary needs.

Assist in the development, preparation, and monitoring of project budgets within the UI ARC collaborative.

Responsible for policy administration and enforcement including discretionary decisions on approvals, exceptions, and expenditures. Ensures funding is available and UIHC reimbursement policy is adhered to.

May train or supervise staff responsible for service/non-service vouchers, PReqs, Procurement cards, Ebuy, Amazon Business, AP-PO PeopleSoft, Receiving of goods, cash handling, and Protrav reconciliation. May approve/deny purchases within UI ARC.

Required Qualifications

Bachelor’s degree in business administration or management; or an equivalent combination of education and experience.

3 years’ administrative experience supporting clinical operations in a health care setting. Psychiatry or substance use setting preferred.

3 years’ experience demonstrating the successful management of desired program/project.

Supervisory experience including the demonstrated ability to handle and resolve challenging issues as they pertain to staff, members of management, and faculty.

Demonstrates excellent organizational skills with the clear ability to prioritize tasks/assignments, meet deadlines, and establish and maintain professional relationships with both internal and external stakeholders.

Ability to successfully collaborate within a multi-disciplinary team and/or across departments.

Demonstrates proficiency in use of Microsoft Office applications (Outlook, PowerPoint, Excel, and Word).

Desirable Qualifications

Ability to coordinate complex planning efforts involving multiple disciplines, departments, and community resources.

Experience coordinating outreach events and activities.

Knowledge of major functional processes and associated operating requirements; ability to apply this knowledge appropriately to a variety of situations.
